PHASE
O WORK - Preliminary Survey
This portion of the work will begin with the establishment of a survey
date and will consist of the following:
A. In conjunction
with OWNER staff members, determine the availability of all past records,old
contracts, specifications, shop drawings, previous inspection reports,
history of past coating work, past repairs and/or alterations, etc.
on the tank.
B. With the tank in service, perform a brief visual inspection of
the exterior and a "limited" interior inspection to:
1. Determine if there are any violations of the recently revised Texas
Natural Resources Conservation Commission (TNRCC) Rules and Regulations
or serious structural or safety defects that should be addressed immediately.
2. Examine the condition of all ladders, platforms, handrails and
safety appurtenances.
3. Determine the accessibility of all tank areas.
4. Determine the general condition of the coating systems.
5. Perform field tests for paint lead content.
6. Check the stored water for any apparent unsanitary conditions or
unusually heavy accumulations of sediments.
The PHASE O field work can usually be completed in 4 to 5 hours on
each tank. During the inspection, it would be beneficial to lower
the water level as much as possible and still maintain the required
system pressure.
C. A written PHASE O Inspection Report will be submitted within fifteen
(15) working days after completion of the field work. This Report
will address all
the findings of the preliminary survey and, if required, our recommendations
for any immediate or urgent repairs. The Report will also include
rough cost
estimates based strictly on the findings of the Preliminary Survey
and a Priority List of any and/or all tanks based on our assessed
urgency for the
repair and repainting of an individual tank. >>Phase
