PHASE I WORK
- Detailed Inspection
This field portion will require that each tank be completely drained
and taken out-of-service for at least two (2) working days. Since
our inspection will concentrate on critical load-bearing structural
members, it is mandatory that the interior of each tank be cleaned
and thoroughly washed out prior to our scheduled inspection. This
cleanout can be performed by OWNER personnel or, as an addition to
our inspection contract, we can perform the cleaning with our own
forces.
The PHASE I field
work will consist of the following:
A. An extensive
visual inspection of all critical plate members, primarily stressed
welds, roof structural work, tower support members, anchorage, appurtenances,
etc.
B. Ultrasonic measurement of plate thickness and pitting at all suspect
or highly corroded surfaces.
C. Check of the entire structure for compliance with OSHA regulations.
D. Visual examination of the tank foundation and electrical components.
E. Visual examination, generic identification, destructive and nondestructive
testing, and any other tests required to establish the condition and
performance of the interior and exterior coating systems.
F. Laboratory analysis of heavy metal content (ASTM-D3335 and TCLP,
if required) of the existing paint.
G. If indicated, perform test applications of alternative methods
of paint removal.
H. Verification or measurement of tank dimensions, tower member sizes
and all appurtenances.
J. Site dimensions and any other conditions which may affect the future
rehabilitation work.
I. Gather all other incidental data necessary for the preparation
of rehabilitation contract documents.
J. A photographic record of the entire structure, all testing performed,
structural and coating conditions, all appurtenances, OSHA and/or
TNRCC violations, site conditions and surrounding areas, etc.
Approximately 30 working days after completion of the PHASE I field
work, we will submit to the OWNER a Detailed Inspection Report on
the tank. This Report will include, but is not necessarily limited
to, the following:
A. A comprehensive written report addressing in detail all the findings
of the
inspection.
B. Approximately 50 to 100 mounted and descriptive color photographs.
C. All field and laboratory tests results.
D. Tank sketch showing all dimensions and member sizes.
E. Site conditions.
F. Detailed recommendations for the repair and painting rehabilitation
work.
G. Recommendations for waste disposal (if required).
The Inspection Report, which will become a part of the contract documents
for the rehabilitation work (PHASE II work), will be prepared in such
a manner as to provide each prospective bidder with a sufficient amount
of descriptive and photographic data to prepare precise estimates
without normally having to visit the tank site.
The Report will
also include, under separate cover, a breakdown of construction costs
estimates based on the Report recommendations. >>Phase
